to the President, to the Government and the Supreme Council of Ukraine,
to the Heads of all countries of the world, to the Council of Europe, UNESCO, the United
Nations;
Lastest disturbing world events testify that all the most painful problems of the present
– from economic decline and growth of criminality down to wars and the ecological and
technological catastrophes – have a long tail in the past. That we have sown, it we
reap! Spiritual degradation and criminal irresponsibility have brought mankind into the
vicious circle of eternal struggle against consequences of own spiritual imperfection. On
the elected way of deadlock of the development mankind received many warnings. The
Chernobyl disaster, which has carried radiation on all the globe and has influenced the
ecology of all Earth - was one of the brightest such warnings. Therefore the word
Chernobyl is known now in all corners of the world. But what have we, through the
prism of Chernobyl, made out the black reality of our existence and our managing of
the Earth? Unfortunately, as we see, mankind still has not taken our lessons from the
past.
Though already it is pleasant, that in September of the last year at summit of the CIS in
Astana, Kazakhstan, under the initiative of Ukraine, the countries CIS have declared
2006 the year of memory of victims of the accident on the Chernobyl atomic power
station. And the General Assembly of the United Nations has declared on April 26 – in
the international Afternoon to remember the victims of the radiation accidents and
catastrophes. We count such a decision of the United Nations very important, that this
world renowned mournful date became also a Day of Hope, by the first beacon of selfcomprehension
and self-purification of mankind on the road to rescue our planet. And
we think that it has taken place due to gradual understanding of the main lesson of
Chernobyl – that without spiritual revival mankind is doomed to a global accident, when
all the planet can become “a dead zone”, as the fine city of Pripyat. However, more
than six billions inhabitants of the Earth will not have any place for resettlement!
And it's not casual, that the city Pripyat already became the embodied symbol of
possible planetary catastrophe. For 20 years after the Chernobyl catastrophe,
thousands of people from all corners of globe have already visited dead Pripyat, to
whom this beautiful and young city has reminded them of their own big and small cities
in such an unprotected modern world. And all of them assert, that visiting dead cityphantom
Pripyat and the Chernobyl zone has left an indelible trace in their souls, and
that they cannot live any more so carefree and thoughtlessly, as earlier. In fact, to
change the world – we need to change ourselves!
That is why former vice-president of the United States Albert Gore, after visiting the
Chernobyl atomic power station and the dead city of Pripyat in July, 1998, in his speech
in Kiev in the National museum of Chernobyl, has named our time "the great moment
of a choice," and the main lesson of Chernobyl – "necessity of self-purification." In this
sense, he has noted, what happened in Chernobyl should revive spiritually not only
those whom this tragedy has touched, but also all of us, if we shall take into account
the lesson, that all of us are in the general sheaf. The call of Chernobyl will consist in a
recognition that in the field of our responsibility there is the Earth. Probably danger of
our newest technologies will lead us back to the ancient wisdom – to the wisdom of
Kindness. Our survival did not demand it earlier, but it demands it now…" Al Gore has
invoked to the united efforts, to embody the supreme wisdom of the world in new laws
and agreements, that “we have not broken up, have not disappeared, but prolonged
ourselves in a descendants.”
With similar purpose we address to the United Nations and UNESCO, to the Heads of all
countries of the world, and, first of all, to the Heads of the countries most injured of
Chernobyl – Ukraine, Russia and Belarus, with very topical initiative – about the
granting to city Pripyat of the international status of the city-museum, and 10-15km
zone of alienation around of Pripyat, including the city of Chernobyl, – of the
international status of the historical-ecological national park – of the monument of the
biggest technological catastrophe of the planet.
Such status will allow us to protect the city Pripyat not only from marauders and
vandals, but also from excessive destruction, that this dead town still many years
continues to be the Reminder and the Warning - for prevention of new similar
accidents. And God will give, that such monument was the first and last on the Earth!...
In the resolution of last General Assembly of the United Nations about Chernobyl (the
co-authors of which were 69 countries), it is told that the United Nations "will continue
to have the important coordination role in strengthening interaction on Chernobyl
questions at the international level, in which the main emphasis is done on the
programs of rehabilitation and development of injured territories …" The granting of
Pripyat the international status of a city-museum can be one of the important points of
such programs. It will give the world hope, that on the Earth there will be no more such
terrible monuments to irresponsible use of dangerous technologies for the sake of
momentary benefit.
Such international status to Pripyat already can been given at special session of General
Assembly of the United Nations in connection with the 20th anniversary of Chernobyl in
April, 2006.
Therefore we invoke all people of Good Will; all humanitarian, cultural, religious and
public organizations of the world; everyone to whom is not indifferent the future of the
Earth - to add your signature under this Appeal.
